An appropriation is the most a department can spend for a purpose. Actual spending is usually lower. Appropriations also include capital spending and transfers, so the total is not the same as the Government's expenses in its financial statements.
Some appropriations move assets or money between parts of the government rather than paying for services. In 2026/27 the largest is the transfer of school property assets to the New Zealand School Property Agency. Most totals on this site leave identified transfers out. Tick "Include identified transfers" to add them back.
A multi-category appropriation (MCA) is shown once as a total and again as its categories. Adding both together counts the money twice, so totals on this site use the MCA total only.
